Somehow this was done through extraterrestrial means. That somehow this small selection of people we're teleported to a place that resembles the entire world. Or that the ninety-nine percent of the missing population we're teleported off the planet and everyone who was left behind was part of a small margin of error and somehow an after effect of it shut down all technology. If they we're teleported to a dummy planet it could be the reason their is no technology since its meant just to mirror the world the survivors knew. |

Perhaps...
Aliens came and 'harvested' earth for animal protiens...
Dehydrated the bodies for storage and transportaion (leaving the moisture to rain down on the planet.....
and left enough 'seeds' behind to regrow the 'crop' for future harvesting ... |
